Bethesda has no plans for a Fallout game set outside the U.S.

In a recent interview, Todd Howard touched on a number of topics. In particular, he talked about Starfield and the expansion coming this fall. However, Bethesda Game Studios' creative director of Bethesda Game Studios obviously had to mention Fallout.
Since Amazon's series has boosted the franchise's reputation, many are eagerly awaiting a new entry on the video game front. On this subject, Howard spoke about creating a game taking place outside the United States. The creator's answer was quite clear.
"My view is, part of the Fallout schtick is on the American naivete and part of that. And so, for us right now, it’s okay to acknowledge some of those other areas, but our plans are to predominately keep it in the US. I don’t feel the need to answer… It’s okay to leave mystery or questions, ‘What’s happening in Europe, what’s happening here’. The worst thing you can do to mysterious lands is to remove the mystery."
So, for the time being, there is no question of a Fallout taking place in another country.
