Although Final Fantasy VII Rebirth was praised by the critics, the game looked a little weak on the visual side. After all, the devs went with Unreal Engine 4 instead of a more recent engine.
Director Naoki Hamaguchi is well aware of this, and may well make some changes. In an interview, he mentioned the possibility of switching to Unreal Engine 5. However, this change could mean that the game will release later, and Hamaguchi believes that fans want the third and final entry as soon as possible.
Last but not least, the director mentioned that it took four years to develop Final Fantasy VII Rebirth, and that was alongisde Final Fantasy VII Remake Intergrade.
