According to Bethesda, Starfield could not have been released in September if there had been a PS5 version.

The development of Starfield has been quite a difficult one. Initially scheduled for November 11, 2022, the launch date was finally pushed back to September 6, 2023. And the delay could have been even greater if a PS5 version had been developed.
That's what Pete Hines, head of publishing at Bethesda Softworks, said on Thursday at the trial between Microsoft and the FTC, as part of the Activision Blizzard takeover. Questioned about the possibility of Starfield being launched in September with a version for Sony's console in the pipeline, the man itself was categorical.
"In my opinion, no, this game would not be coming out in nine weeks if we were supporting an entirely different platform. Focusing on fewer platforms has been a big benefit to that team. it’s going to take longer, it’s going to cost more. It’s just a far greater risk in my mind."
